Instrument Architecture & Subscale Operationalization
The scale consists of 38 items (21 employer obligations, 17 employee obligations) utilizing an 11-point rating scale (0-10):
Standard Rating Continuum:
1–9 = Partially met / Intermediate levels
10 = Obligation completely met
Dimension 1: Employer Obligations (21 Items)
Assesses the employee’s subjective perception of how well organizational management has delivered upon safety expectations:
- Employer Obligations – Transactional Subscale: Comprises explicit, observable, and concrete structural duties, including the provision of certified safety equipment, mandatory technical training, routine physical hazard mitigation, ergonomic workplace configuration, and compliance with statutory regulatory standards.
- Employer Obligations – Relational Subscale: Comprises implicit, socio-emotional, trust-based safety commitments, including supportive managerial concern, open communication channels, non-punitive incident reporting procedures, empathy regarding health limitations, and valuing worker safety above operational speed.
Dimension 2: Employee Obligations (17 Items)
Assesses the employee’s subjective perception of the duties they owe to the organization and their workgroup in return for protection:
- Employee Obligations – Transactional Subscale: Evaluates perceived duties regarding baseline rules, adherence to standard operating procedures, routine use of required safety equipment, checklist execution, and attendance at compulsory safety sessions.
- Employee Obligations – Relational Subscale: Evaluates perceived socio-emotional and discretionary commitments, encompassing proactive safety citizenship behaviors, peer coaching, voluntary hazard reporting, emotional support of injured colleagues, and fostering collaborative workplace safety communication.
